My name is Commander Stu Moors, Captain of HMCS Toronto.

I have just been asked by the Canadian Navy to leave the port of Halifax and sail to the city of Toronto for a visit to the Great Lakes region. Despite the fact we will be navigating in Canadian waters, I am told that we need to advise U.S. authorities before we depart.

Can you help me sort out the reasons why I have to advise them, as well as the implications of such diplomatic procedures for Canada-U.S relations?
